This is a layout kit that is available in the Holiday Catalogue.  It has everything you see pictured here to make this one beautiful layout as well as step by step instructions and a photo of the completed layout to follow.  Scrapbooking just does NOT get easier than this.  I made my layout just like the kit suggested, but of course nothing is set in stone and you can modify it as you like.
